Good God. Investigate? If those Planned Parenthood businesses misrepresented the number of employees in order to get funds not meant for them, that is pretty straightforward.
It is a crime? How much of an investigation is needed, and does it need to be some big huge thing? You ask to see employee records, keep a sharp eye for leftist dishonesty by finding the most efficient way to determine if they are straight out lying or padding their employee rolls.
I’ll bet they were counting every single per diem person who ever signed up to work there even if they were never called in years of being available.
There were a number of changes in PPP in the early days with SBA / Treasury re-defining affiliate companies to be more permissible for affiliate companies to obtain PPP even if, as a whole, they were too big.
I would think PP’s counsel looked carefully and they felt they were technically permitted to obtain the loans.
Doesn’t mean they should get the loans; obviously not.
BUT, if they can’t be shamed into giving the money back (hard to shame a company that exists to kill unborn babies), they probably are technically allowed to use the money AND get it forgiven. Unintended consequences.
