The NSA unmasking memo is not a big deal because it shows instances in which the unmasking process was followed. The dates and names of people who requested unmasking according to the rules is hard to call bad behavior.

(Note - The FBI may have a separate process. But if that is true, the NSA memo doesn’t help much in identifying who leaked to the Washington Post or anywhere else).
