1) H1B Visa is meant to only fill the employment gaps when Citizens are not available, it is never meant to replace Americans with H1B Visa employees for low wages.
2) Salary for non-immigrant workers is stagnant for almost 30 years now, every country including India give incentive to buy Indian products by imposing higher tax on foreign products, but we are giving tax payer money to the companies for hiring foreign OPT Visa employees.
3) We are a capitalist country; a lottery will only help immigration attorneys who work for bigger corporations to game the system, replace H1B Lottery with H1B Bidding, make minimum H1B salary twice the salary of a US Citizen doing the same job and shorten duration of every visa to one year.
Do we have enough meat packers and farm workers willing and able to do the essential but dirty work to keep Americans fed?
I’m sure there is plenty of immigration that could be cut.. but lets be honest about who does the grunt work of food production. Maybe displaced people will clamber for the jobs.. but I’m not so sure when there is abundant COVID uninsurance benefits to be had.
The time has arrived to close the borders and no longer accept ANY immigrants or refugees. It shoul dextend for 20-30 years until the ones already here have been assimilated.
I have a question about Point #3. If H1B salaries are doubled doesn’t that eliminate the incentive for companies to hire H1B workers in the first place?
There's no evidence that we don't, at whatever the American market wage is for those jobs. Employers have been collecting foreign-labor welfare for those jobs - that should end.

Actually NO. Since Indians now own the entire process, Americans still won’t get hired. Ban and shutdown ALL the thousands of Indian recruiting firms.
