I would think that every business and every family damaged by the guilty governors would have a legal case against the governors personally.
I am not a lawyer, but I think that no one in or out of government has protection from prosecution if the reason for prosecution is the result of a criminal act.
In other words, I imagine that governors lose their protection from prosecution if the prosecution is the result of a criminal act.
It is a criminal act to deprive anyone of their constitutional rights.

Yes, the governors do have extraordinary powers during times of emergency... but Donald has the Bill for that.
All he needs do is announce that every person who is a United States Citizen has the right to Freedom of Religion, Freedom of Speech, Freedom to Assemble peacefully and Freedom to Petition government.
