People who have advanced dementia and Alzheimer’s no longer can control their impulses. If an elderly man with Alzheimer’s sees a pretty woman, he grabs her. The part of his brain that stops him from acting inappropriately on impulse is gone. Joe Biden is at that point.

I accept the fact that the historical dignity and manners of the presidency was permanently lost with Bill Clinton. It is the reflection of our current vulgar society.
I accept that, and appreciate that President Trump is the right man to play it out, as the manners are nice, but not nearly as important as the issues and basic morality and love of country. Those who back the Evan McMullins are the equivalent of atheistic high church Episcopalians. No sense of the essentials.
