Yes, it is insider trading, and nothing will be done. This story has been floating there for a while and we hear no outrage, and no word of an investigation.

Washington reminds me less of a 'swamp' as it does a peat bog. I lived there for fifteen years, worked closely but generally at a close arm's length with some of these types, and thinking back, it does make my stomach turn sometimes. I was a much younger, more foolish man in those days. Evenings like this can make me sometimes quietly ask God how we've made it this far.
