It IS a federal responsibility to NOT get in the way of things moving.

The Federal Government negotiates trade treaties that is written in the U.S. Constitution. I am sure there are ways to make this happen. Certainly when there are shortages.
I think President Trump not doing anything about it in a National Emergency could hurt him in November.

Look at it this way - if the federal government wanted to STOP supply chain movement, they easily could (with regulations that act as roadblocks).
But even today there are HUGE ROADBLOCKS that businesses have to work around (regulations, unions, etc.), all caused or enabled by government. If we are SERIOUS about bringing production home, then we need to get that crap out of the way. When we start to see that happening, I’ll be a lot happier with Trump. So far, just a few things (masks, drugs, etc.), but much more is needed.

President Trump is not responsible for "keeping the supply chain moving." Let the invisible hand of capitalism accomplish that and let's keep the government out of the way please.

He can do it by dumping regulations, red tape and taxes that otherwise cripple our manufacturing, production, transportation and distribution networks. Keep commerce flowing.
