Apparently our CDC -- the agency in charge of handling pandemics -- is a government do-nothing jobs program.
Only 77 tests were done for the entire country in the past week. (Sources below.)
Meanwhile, 36% of the hires in 2015 were African-American and African-Americans comprise 30% of the CDC workforce (compared to comprising 12% of our national population).
Another entrenched governmental bureaucracy but this one is in charge of handling our nation's pandemics.
What could go wrong?

A lot of government hiring (at all levels) are do-nothing jobs, designed to maintain a façade of a viable middle class for certain demographics. Government jobs are critical to this end because many of the employees have no value whatsoever in the private sector - they are unemployable.

However, the number of confirmed cases went up by more than 500 last week.
I am thinking the CDC did 77 tests, but state and county health officials did many, many more than that.

We sre dealing with lots of EOE hires more worried about there
hair extension appt than a sick person .

Now that doesn't surprise me. Have you also wondered why the China Cornavirus test takes only four hours, but it takes us up to four days to get back the results in this country? This is why China and other countries already have it on the downslide, but it will spread like wildfire here in this country because we don't know who all has it, and you can be walking around for two weeks infecting everybody before you yourself get sick enough to go to the doctor.
Those numbers could explain the problem.
So what? The VA has been a jobs giveaway for Holder’s People since the Obamanation started.
Without those jobs they would be receiving welfare.

You are correct, state and local health organizations are the primary responsible testing parties. The CDC is not supposed to be doing these routine tests on a nationwide basis.
Atlanta. Over 50% black. You’d expect a high number of black employees then. Even if they hire from all over the US, there’s always a strong local element, particularly for any non-executive jobs.
They were infected with the diversity flu that ultimately we are paying for today
12% of our national population... and about 7% of the population with a biology degree (or 6% of the population with a chemistry degree).
Having escaped Mordor almost a decade ago after three decades of living near there and working for FedCom, I promise you that one of the universally-known-but-never-spoken realities is that the bureaucracy is untouchable because it is the primary jobs program for women of color, many of whom have literally no job skills and are unemployable otherwise.
