I’ll go out on a limb and say some congresspeople aren’t bad. Term limit could be “can’t go two consecutive terms in off” gives them time to go back to the real world and if they take a cushy job (bribe) their chances of re-election would drop significantly.
That would work, too so long as that separated second term is the last one.
