Oh, I know. It takes a low down sort of human to emphatically assert that a dog out on the streets of a city (not even way out in the country) was dumped rather than concede that it could also be a runaway which dug under the fence. Bad things only happen because bad people cause them (it must be understood) not because sad things are part of this world.
So when something makes you sad, be angry at a person. Find that person and show them what's what. Even if they don't exist.

I agree that not every dog in this predicament has been purposely dumped. I’ve worked in rescue and sometimes you can piece together a story and sometimes not. I’m guessing that this one was treated badly and was afraid of human contact until it was very desperate.
