I don’t believe Congress can censure the Executive Branch.

That was my thought as well.

The Senate censured Andrew Jackson in 1834, the first and only time they did this to a president. Ten Senators have been censured. There were other attempts to censure sitting presidents, but none of them came to a vote. I don’t believe the House ever attempted to censure a president, but I could be wrong on this.

In 1833, the Senate clashed with President Andrew Jackson in a fight over the survival of the Bank of the United States. After months of debate and recriminations, in an unprecedented and never-repeated tactic, the Senate censured the president on March 28, 1834.

There are also no legal consequences that come with a reprimand or censure. The main difference is that a reprimand is “considered a slap on the wrist and can be given in private and even in a letter”, while a censure is “a form of public shaming in which the politician must stand before his peers to listen to the censure resolution”.[3]

Congress can pass a resolution with any wording they like.

After butchering the meaning of the impeachment clause (which is actually in the Constitution) they will certainly have no inhibitions on butchering the meaning of “censuring” the President (which is not in the Constitution).
