It might make sense to say "too polite". I can see the royal family being very reluctant to appear rude or boorish, and they probably have to tolerate people they would rather avoid.
But "honorable" is such a poor word choice. Makes me think that it wasn't honor and it wasn't politeness. I think it was just very poor judgment by some upper class twit.
The British monarchy have always been an inbred, sexually perverted bunch. Their history is replete with it.
