Of course, the typical California approach would be to pass a law outlawing sex trafficking. That generally satisfies most people, who consider a problem solved if a law is passed concerning it. Nevermind if there's a law already on the books. You can't have too many.

For those who might be still dissatisfied, they could outlaw OCHTTF. It it's no longer making arrests or identifying trouble-makers, the problem must definitely have been solved.

Another thing they could do is to give human trafficking a new bureaucratese name--oh say undocumented retransplantation...something like that. Then it wouldn't be illegal--or a problem--and everyone can return to basking in the sun or surfing or whatever.
