More likely she organizes a write-in campaign at the DNC convention.

That way she doesn't have to:

• dodge the press for a year,
• have embarrasing photos of pathetically small crowds appear,
• risk video of her being dragged into a van again,
• generate staged events while claiming she is running a campaign for a year.
• And she can take pot shots from the sidelines without being the target of attacks from rivals.

I actually think she WILL run, but don’t see her announcing yet. She wants to avoid as much actual campaigning as possible. She will wait until she can set up some situation where the DNC just “BEGS” her to run. It may not even matter if she primary’s anywhere, because they can just change the rules, it seems. As long as she comes out of the convention as the nominee, she’ll assume she is “golden”.

I wonder how many people will die, if she cannot get the right people to go along with her plan.
