Pretty simple really. CIA decided Ukraine needed to be removed from Russia’s control and brought into Western control, by any means. The ensuing corruption and graft from Obama/Biden cohorts was just business as usual for IC projects.
I think it’s even simpler than that.
The Ukraine government of the time was corrupt to the core.
Obama/Biden/Clinton recognized this.
