A number of years ago I went to a talk given by a 2A lawyer. He said that lots of places in the US have strict rules against citizens being armed. The police just ignore the 2A, and the local judges play right along.
He said the three worst places - by far - were DC, New York City, and Baltimore.
Here’s just one story the lawyer told. A hunter from a southern state took a plane to New England. His rifle was stowed in the plane’s cargo bay. The plane had engine trouble, and had to land in NYC. The NYPD cops took a look at the plane’s manifest, then arrested the hunter for bringing a gun into NYC without a license.
The lawyer represented the man, and got him off. But the man spent a few days in jail, and had to pay the lawyer for his time.
So yeah, if you’re just one guy caught carrying in DC, you are in serious trouble. But if it’s 50,000 armed bikers...things could spiral out of control real fast.
