Seems like a good time to end this agency then look into some other kind agency with strict guidelines of behavior. I know the CIA routinely operates outside the law. Everyone does. That changes a person’s moral compass and not for the better. It sets the tone for the entire agency. Laws are for other people; not them.

At the very least a thorough reorganization should be considered. Separate the chaff from the wheat.

Take ‘theft of intellectual property...” The CIA follows a few people at a cost a 20 billion dollars and catches one or two.

Trump hard deals with China and other countries and is working to STOP the problem... not play spy vs spy with everyone in the world. It's cheaper.
