I dont know why that message tells you that Ive done a roll-back. Every time Ive tried, the computer has crashed while in progress of rolling back to an earlier restore point. You do not have the latest update, and are stuck with a selectively problematic one. So back to my O.P., have you tried to do a system restore in safe mode? ? And or the other options?

have you tried to do a system restore in safe mode? I've tried it, but not in safe mode. May give that a shot if this nonsense keeps up.
