I’m posting this from from my Dell-Inspiron laptop in safe mode with networking. The Windows 10 upgrade to ver. 1903 has been a disaster. Not even the Microsoft help desk could roll me back to a earlier time.

All of my data/personal files were parked over in the user folder, so at least I can copy them onto a USB thumb drive, but my choice now is to ditch this computer, and block any further upgrades until Microsoft gets this fixed.

Interestingly, I asked the technician (on India Standard Time) if Microsoft was handling many cases like mine. They’re working 24/7.

Interesting. I'm on version 1809 and having similar troubles.
