I thought it was a Romulan spy sent to damage the grain crop.
As best as I can recall, the Romulan/Klingon spy poisoned the grain .. the tri-whatever it was called .. and the poisoning was only discovered by accident when the tribbles got loose in the grain bins. The poisoned grain killed the tribbles which ate it, which controlled the reproduction of the tribbles and led to the discovery of the poisoned grain before it was distributed to the planet.
