You might consider being a bit careful about calling anyone with a different theory than yours a fool.
There are a couple of equally legitimate scenarios that quite arguably could have been his motivation.
Better question is when did he know the dossier was baseless?

Yes, I’ve heard that as well and it is certainly plausible.
But does anyone know the original source of that “public knowledge”?
Mueller is straight scum.
Mueller insured Dems. won back Congress. Now it is time for his to hand the political football to Congress. Trump can use his playbook. The Dems. wanted the football. They want to win the White House with B Team players.
2018 elections.....
Waiting for the 2018 Midterm elections to pass with the investigation hanging over the president.
Because Mueller had an agenda and it had nothing to do with the rule of law.

People were starting to take a close look at Boy Scout Mueller and he was getting nervous.
Also waited until after mid-terms- talking about interfering with elections.
He knew before he even started.
How do we know this? His first hire was Andrew Wasserman, who is on the record as having known that this was a hoax back in 2016.
1. To try and drive Trump from office, “aint gonna” happen.
2. To effect the Mid Term elections, it did.
3. Because Muller is an unethical partisan bastard who knew the truth 18 months ago. He sat on the truth to try and destroy Trump. He is pond scum!
Just think, what would be the situation today if Mueller’s mendacity had of swung the Senate to the Dems. We would today have impeachment and probable conviction in the Senate. This is what it was all about. Trump busted his ass to actually increase our Senate majority. He knew what was at stake.
That and receiving $1,500 per hour while doing nothing for a year. He should have to personally pay the U.S. government for all the settlements his crookedness caused the government by his crooked legal failures as well as the $1,500 per hour for the last year of doing nothing.
True, could have also played a part in their sordid little scheme.
Dirty cop Mueller knew long before a year ago. Everyone knew.
In order to influence the 2016 midterms. It worked.
