Clearer video looks like a man in a white hard hat and yellow safety vest. Not unreasonable for maintenance staff to check for issues where relatively safe.
And fire suppressing is obviously well under way. I’d expect an arsonist would be long gone by then.

Too blurry to be definitive but very suspicious considering the fire is already active (it seems in the background).
Some question if it is a construction worker in a work coat and hard hat...but I thought they’d all left and it doesn’t really look like it.

Conspiracy theorists do not work that way. They convince themselves of the validity of their belief and, regardless of all other evidence do not recant. In fact if overwhelmed by opposing evidence they usually turn to the logic of, “Hmm, this person seems intent on changing my mind. Who are they working for?”
In other words the more someone tries to convince a conspiracy theorist that they are wrong the more they are certain they are right. This is why some people still believe the earth is flat.
