I represent kids that go to jail for jumping a turnstile because they can’t afford a Metro card.
In the St Louis area they have MetroLink. Most people on the trains, don’t pay. At one time the rules said that juveniles who were caught riding without a ticket could not be arrested. Many of the area “youth” ride the MetroLink from their neighborhoods to prosperous malls where they can score more free stuff. Then the malls become less prosperous.
