Maybe Pres. Trump should suggest a fair trade...their tax returns for his.

He doesn't need to trade. As President, he can obtain their returns under another under the very next subsection of the very same statute. Unlike Ways and Means, he has to state a reason for the request, but there's nothing in the statute requiring that reason to be a legitimate one.
