The end of the Special Counsels investigation into the non-existent conspiracy between Trump and the Russians has created an army of Mueller Truthers, demanding additional investigations. But Republicans are also demanding to know more, specifically how the FBI came to look into collusion, and what that tells us about the tension between Americas political and intelligence worlds. In Rudy Giulianis words Why did this ever start in the first place?
The primordial ooze for all things Russia began in spring 2016 when the Clinton campaign and Democratic National Committee, through a company called Fusion GPS, hired former MI6 intelligence agent Christopher Steele to compile a report (the dossier) on whatever ties to Russia he could find for Donald Trump.
Steeles assignment was not to investigate impartially, but to gather dirt aggressively opposition research, or oppo. He assembled second and third hand stories, then used anonymous sources and Internet chum to purported reveal Trump people roaming about Europe asking various Russians for help, promising sanctions relief, and trading influence for financial deals. Steele also claimed the existence of a pee tape, kompromat Putin used to control Trump.
Creating the dossier was only half of Steeles assignment. The real work was to insert the dossier into American media and intelligence organizations to prevent Trump from winning the election. While only a so-so fiction writer, Steele proved to be a master at running his information op against America.
In July 2016 Steele met with over a dozen reporters to promote his dossier, with little success. It could not be corroborated. Steele succeeded mightily, however, in pushing his information deep into the FBI via three simultaneous channels, including the State Department, and via Senator John McCain, who was pitched by a former British ambassador retired to work now for Christopher Steeles own firm.
But the most productive channel into the FBI was Department of Justice official Bruce Ohr. Ohrs wife Nellie worked for Fusion GPS, the front company for Steele, having previously done contract work for the CIA. Nellie passed the dossier to her husband, along with her own paid oppo research, so that he could use his credibility at DOJ to hand-carry the work into the FBI. Bruce Ohr, despite acknowledging it broke all rules of protocol and evidence handling, did just that on July 30, 2016. He stressed to then-FBI Deputy Director Andrew McCabe the material was uncorroborated and had been compiled by Christopher Steele, who wanted it used to stop Trump.
The dossier landed in welcoming hands. The FBI immediately opened an unprecedented investigation called Crossfire Hurricane into the Trump campaign. It sent agents to London to meet Australian ambassador Alexander Downer, who claimed to have evidence George Papadopoulos, one of Trumps junior-level advisers, was talking to Russians about Hillarys emails. The FBIs timing of the new investigation into Trump only days after they closed their investigation into Clintons email server can be considered a coincidence by those of good heart.
Peter Strzok, the senior FBI agent managing the Crossfire Hurricane investigation, and Lisa Page, a lawyer on his team (the two were also lovers), purposefully kept investigation details from political appointees at DOJ to the extent that only five people actually knew the full measure of what was going on, ostensibly to prevent leaks.
In fact, the point seems to have been to avoid oversight, given how weak the evidence was supporting something as grave as the Republican nominee committing treason. If you are looking behind the headlines for why Trump fired Andrew McCabe, besides his personal sympathies for Hillary, look there. Strzok and Page appear to have had an agenda of their own. In a text they wrote Page: [Trumps] not ever going to become president, right? Strzok: No. No hes not. Well stop it.

The dossier was a work in progress document. The supposed Cohen visit to Prague in August 2016 and Page going to Russia in July 2016 happened well after the opposition research was handed off to the democrats. That said, we know the Fusion GPS already had a file on Manafort. One would think they would tell the Free Beacon about Manafort when he showed up at the campaign in March of 2016.

My understanding was that during the republican primaries one of Trump’s competitors, I believe Rubio or Jeb, started some “intel” and then handed it over to the Clinton campaign. None of the content of significance existed until the Clinton team took over and really financed Fusion GPS.
...hence the claim that it came from a Republican, which is deliberately misleading.
So, the FBI and the CIA were working together on this.
This article seems to indicate that all this Trump-Russia collusion stuff started in 2016. But note from the Epoch Times article referenced below how many times the year 2015 shows up. What was going on in 2015 that would drive the Obama Administration, and the Hillary for President campaign, to start developing a Trump-Russia collusion scheme?
Could it be that the best defense is a good offense? Of course, the Hillary e-mail scandal was heating up. But also, Hillary and Uranium One was a powerful Hillary-Russia collusion story. Peter Schweizers book, Clinton Cash, came out in 2015. Could it be that the Democrats felt that they could beat any Republican candidate, but that Trump was a wild card. To bury Trump, and to bury the Uranium One scandal, two birds with one stone, they accuse Trump of doing what the Clintons had actually done. The same team leaders in the FBI/DOJ handled both the e-mail investigation and the Trump-Russia collusion investigation.

2) Undercutting the power of the Inspectors General to keep them from interfering with the spying and other abuses of power

4) Britains Government Communications Headquarters (GCHQ) was involved in collecting information regarding then-candidate Trump and transmitting it to the United States. The GCHQ is the UK equivalent of the U.S. National Security Agency (NSA)
5)Eight months before Fusion GPS hired Christopher Steele, Simpson had hired Nellie Ohr, the wife of then-Associate Deputy Attorney General Bruce Ohr, to work for his firm as a researcher in October 2015

On Aug. 5, 2014, Horowitz and other inspectors general had sent a letter to Congress asking for unimpeded access to all records. Deputy Attorney General Sally Yates responded on July 20, 2015, with a 58-page memorandum, titled Memorandum for Sally Quillian Yates Deputy Attorney General, written by Karl R. Thompson, the principal deputy assistant attorney general of the Office of Legal Counsel (OLC).
The July 20, 2015, opinion was widely criticized. But it accomplished what it was intended to do. The opinion limited IG Horowitzs oversight from extending to any information collected under Title IIIincluding intercepted communications and national security letters. (Notably, The New York Times disclosed that national security letters were used in the surveillance of the Trump 2016 presidential campaign.)
In response, on Aug. 3, 2015, IG Horowitz sent a blistering letter to Congress. The letter was signed not only by Horowitz but by all other acting inspectors general as well:
The OLC opinions restrictive reading of the IG Act represents a potentially serious challenge to the authority of every Inspector General and our collective ability to conduct our work thoroughly, independently, and in a timely manner. Our concern is that, as a result of the OLC opinion, agencies other than DOJ may likewise withhold crucial records from their Inspectors General, adversely impacting their work.
The Obama Administration only backed off from this policy after Trump won the election. They wouldn't want the Trump Administration to be able to use the same weapon against them. From the Epoch Times article referenced above:
Horowitz continued to push Congress for oversight access and encouraged passage of the Inspector General Empowerment Act. Horowitz would ultimately win his battle, but only as President Barack Obama was leaving office. On Dec. 16, 2016, Obama finally signed the Inspector General Empowerment Act into law.
From the Epoch Times article, the team that eventually ran the Trump-Russia collusion game was the same team that was pulled together to "investigate" the Clinton e-mail scandal in mid-2015.
On July 30, 2015, within weeks of the FBIs opening of the Clinton investigation, McCabe was suddenly promoted to the No. 3 position in the FBI. With his new title of associate deputy director, McCabe was transferred to FBI headquarters from the Washington Field Office, and his direct involvement in the Clinton investigation began.
Strzok would follow shortly.

While the elements of the day-to-day investigative team differed for the Clinton email investigation and the TrumpRussia investigation, the primary team remained the same throughout both casesas did the lines of communication between the FBI and the DOJ. According to testimony by Page, John Carlin, who ran the DOJs National Security Division (NSD), was receiving briefings on both investigations directly from McCabe.

A report published by IG Horowitz in June 2018, which reviewed the FBIs investigation of the Clinton email case, included the notable statement that several witnesses had informed the IG that Page circumvented the official chain of command, and that Strzok communicated important Midyear case information to her, and thus to McCabe, without Priestaps or Steinbachs knowledge. Steinbach, who was the executive assistant director and Priestaps direct supervisor, left the FBI in early 2017.

As the Clinton investigation wound down, interest from the intelligence community in the Trump campaign was ramping up. Sometime in 2015, it appears former CIA Director John Brennan established himself as the point man to push for an investigation into the Trump campaign. Using a combination of unofficial foreign intelligence compiled by contacts, colleagues, and associatesprimarily from the UK, but also from other Five Eyes members, such as AustraliaBrennan then fed this information to the FBI. Brennan stated this fact repeatedly during a May 23, 2017, congressional testimony:
I made sure that anything that was involving U.S. persons, including anything involving the individuals involved in the Trump campaign, was shared with the [FBI].
The Brits were involved in the Trump-Russia business in 2015:

In early March 2016, Fusion GPS approached Perkins Coiethe law firm used by the Clinton campaign and the DNCexpressing interest in an engagement, according to an Oct. 24, 2017, response letter by Perkins Coie. The firm hired Fusion GPS in April 2016 to perform a variety of research services during the 2016 election cycle.

It was at this time that Fusion GPS was retained by the Washington Free Beacon to engage in research on the Trump campaign.
*EVERY* 'Russian Agent' that approached the Trump team to try to get them to 'collude' with Russia WAS AN FBI OR CIA AGENT!!
They repeatedly tried to entrap someone on the Trump team AND FAILED.
