Frank, this occurs when a person is so dense they are absorbed watching Constitutional Procedure in the local and state governments rather than being bored to sleep by it. I have seen this phenomenon occur several times and believe it’s why less than the cream rises to the top. They higher the density rate the more they can withstand BS and boredom.
