To my knowledge, there are ZERO penalties for violating that sworn oath for elected representatives or other government bureaucrats. I swore to essentially the same oath while in the USMC and there were penalties for violations, under the UCMJ. (Correct me if I am wrong, it has been awhile since I took the oath.)
