No it's not. That's not how our legal system works. Remember the part about "innocent until proven guilty"? There has to be evidence discovered to charge someone and then it is the accuser or state that has to prove she was involved not the other way around.
There is no evidence made public that I've seen, except these speculative accusations from a black rapper on Twitter, that Harris was involved at all. Right now it's just supposition that she was involved in this lie or hoax.
Harris doesn't have do a thing to "prove she wasn't involved".
