If the Mexican government is transporting them to illegally enter the US, isn't that an act of war?

I'm hypothesizing. Isn't it in Mexico's interest to take over CA, AZ, NM and even TX through settling their population here?

Don’t know about just Mexico but there are lots coming
from other locations south of the border and the Far East.
