America is not supposed to be third world country, and while there are worse sins than fornication (like calculating lying Leftist editors) as shameful as it is (much been there in the past ) - though if he was married it makes it worse, and having a sailor get ten girls for him to arrive at his hotel further impugns his character - a county that has little regard for sexual morality, among other aspects, is a doomed country.
Of course, seeing as he could have been commended by brass for conducting a wedding btwn two male sailors means it is already under condemnation.

A court-martial cannot reduce the “permanent” grade of a commissioned officer, key word permanent. This officer may have been holding a temporary promotion and a temporary promotion can be vacated, and that could be done through administrative means. I’m guessing that this is what happened.

There were and are many married men (and women) who have girlfriends/boyfriends/whores they utilize on the side. Always have been, always will. That unfortunately, is a sad fact of life.
My sister’s first husband went overseas and he moved out the first weekend he was there and lived with a young local woman the entire time he was there. She had to go through hell to get any support from him as he was enjoying the time over there a bit too much to think of her and their son. He was using the military system to avoid payment of child support afterwards: Skip 2 months and pay on the 3rd month, skip another 2 months and pay on the 3rd month. I was in the military and was aghast he got away with it.
An underlying excuse used by most guys is that the wife back home was probably messing around.
I knew a drop-dead (without makeup!) woman whose husband brought home and STD and gave it to her while she was pregnant. It transmitted to the child during delivery. He tried to tell her she had gotten it. She knew better and he finally confessed. He then tried blaming his whoring around on the probability that she was messing around.
Women mess around too, though. My beloved told me of actually running into a guy and gal from his shop who were seeing each other despite both being married. He was pissed that he thought he was put in the position of having to tell the husband of the gal about the affair. Turns out someone else saw them and told the husband. The husband then told the wife of the married man. Outcome? Two divorces with children being affected.
It happens. Sadly. It happens.

The Kitsap Sun of Bremerton, Wash. — where the Bremerton began its decommissioning last spring — based its report on documents received through a Freedom of Information Act request.
During the submarine’s March visit to Subic Bay, Philippines, Zettel was seen with 10 “provocatively dressed females outside the front door of [his] hotel,” a sailor told the Naval Criminal Investigative Service after calling an Inspector General hotline, according to the newspaper.
The tipster said Zettel told him and another sailor that he’d “ordered ten girls,” the report said. Another sailor told investigators he saw Zettel walking around and talking to other sailors in his command with “three local females holding onto his arm.”
The newspaper said NCIS agents later confronted Zettel with the allegations and that he “admitted culpability in the payment of female accompaniment.”
