My question is does Colorado have “State Preemption” on gun laws? In most states, local governments are “preempted” from passing any local gun “ordinance” that conflicts with State Law.
Colorado is supposed to have preemption, but Denver still outlaws open carry.

Yes. CO does have preemption laws, but the state Supreme Court has only upheld parts of it as far as firearms are concerned.
