The different QR codes would allow the duplicate ballots to be counted by the machine. Getting rid of hand verification in favor of machine counts permit this to happen

That is interesting, and would effectively eliminate the first possibility which is simple copying by a state-level, back room ballot handler. Next in line would seem to be vendor error or corruption.

This election included U.S. senators and reps. Is that likely to be the federal identifier? If so, then the question is where the ballot would go for verification, and what sort of alarms would be sounded.

And then, the steps set out to handle such alarms at both state and fed levels. The objective, of course, in addition to curing any systemic defects, to drill down to specific actors and responsible individuals.

Has the same extract # 18 but the stamp think in the
top left corner varies somewhat between each copy.
