It appears the state believed it important to pass the legislature which is exercised at the request of family or police, and it appears there is indeed a "due process" hearing.
If so, law enforcement ought to consider anyone deemed incapable of responsibly possessing firearms as a special case and be able to immediately incapacitate him or her prior to any problem. This is along the lines of trying to take away red meat from a pitbull.
