you’re not far off. The ‘persecution asylum’ claim is used by those who are homosexuals and crossdressers. For the most part the gay population in the USA is on the elderly side (like Shep). And so largely unattractive to younger American gays and bisexuals who are more appearance and youth-centric nowadays; social acceptance has eliminated the need for the protective umbrella of the old gays network. But not so unattractive to indigent foreign gays looking for sugardaddies.
