I find it very interesting that no one is leaving Costa Rica in Central America. In fact, it is a retirement destination for hundreds/thousands of USA ex-patriots, not to mention the many USA citizens buying vacation homes there. Compare and contrast the governments of Central America. Costa Rica pro-growth...others still totalitarian.
