Assuming NK agrees to change just so that all sanctions are dropped, or scheduled to drop. tt’s clear where China money will go.
Chinese port development and rail development.
The East and South China Seas are overcrowded. NK provides new ports to serve N and S America, and Japan. Rail for the port and to serve SK.
Big money.

They are lacking in most everything and have almost no money. Any initial materials will be humanitarian aid in the form of food, medicine, and clothing. Anyone with the ability will leave for South Korea and send money home for basic necessities.
