Who would use them?

People who have prepared underground shelters to keep everyone they care about (not the little people they rule over, to be sure) from the fallout for the duration.

IOW: people who think that they would survive.

What a stupid idea. They should pick up the Neutron bomb technology and run with it. IIRC bomb goes boom and kills the people but leaves the building intact, then its safe to go in after 7 years.

Jimmah Cahtah cancelled this program for those reasons...

Such bombs are named after a practice from the Middle Ages in which a victorious power spread salt on conquered lands.

Never happened in reality. It's a symbolic concept. Salt was way too valuable back then and not available in sufficient quantities (hence its value).

Your numbers are wrong I think.
Thallium 181 has a 1/2 life of only 3 seconds.

I think you mean Thallium 208 which is a daughter decay product of U233 production.
It would probably kill anyone loading the weapon unless heavily shielded.

The research being reported on, involves particle beams of tantalum. What if the objective involves more of an orbital beam weapon?

What effect would a beam of tantalum atoms, moving at a good percentage of the speed of light, have on satellites? Or ICBM warheads or electronics?
