Remember, Michael Horowitz went to WAR with the Obama Administration when Zero and Holder tried to limit his authority. He worked with other IGs and Congress to get a new law passed that lameduck Zero signed last December to strengthen the power of the OIGs office and authority. Then, less than a month later, he put out the following. Still think Michael Horowitz is not serious about this?

BACKSTORY Obama Was Briefed On Russian Hacking But Did Nothing

In the extensive report on the massive Russian-backed operation to hack American political and government severs—including a successful hack of the Democratic National Committee's server—the paper reveals that then-President Barack Obama had been "briefed regularly" on Russia's effort to target servers at the State Department, the White House, and the Joint Chiefs of Staff.

Here's the Times: Mr. Obama was briefed regularly on all this, but he made a decision that many in the White House now regret: OBAMA did not name Russians publicly, or issue sanctions.

There was always a reason: fear of escalating a cyberwar, and concern that the United States needed Russia's cooperation in negotiations over Syria.

"We'd have all these circular meetings," one senior State Department official said, "in which everyone agreed you had to push back at the Russians and push back hard. But it didn't happen."

So the Russians escalated again — breaking into systems not just for espionage, but to publish or broadcast what they found, known as "doxing" in the cyberworld.

It was a brazen change in tactics, moving the Russians from espionage to influence operations. In February, 2014 they broadcast an intercepted phone call between Victoria Nuland, the assistant secretary of state who handles Russian affairs and has a contentious relationship with Mr. Putin, and Geoffrey Pyatt, the United States ambassador to Ukraine. Editorial comment: Note the last para. where Horowitz says basically that he’s investigating the conduct of DOJ/FBI employees and not re-investigating the underlying crimes. That’s why you have seen AG Sessions re-open the Clinton Email and Clinton Foundation investigations among others in recent days. The two dovetail together: Horowitz’s report will identify wrongdoing by the FBI and DOJ staff, while the other newly-reopened investigations will look at the facts of the underlying crimes. The magnitude of this is so great they have been intentionally slow-walking it in order to gradually acclimate US citizens to the notion that their government is terribly corrupt, so as not to wreak havoc on the stock market and the economy by just dropping the big one all at once.

Note also that the OIG has stated that this one-year investigation has included the review of 1.2 million documents. Think about that a bit.
