It would be in the nature of the “dormant” interstate commerce clause, which prohibits states from enacting laws that interfere with interstate commerce. This is, in essence, the states interfering with the international relations and immigration policy of the federal government, through laws impacting citizens of theirs, and other, states, and would be prohibited.
The Supreme Court found, dubiously, that a state can’t enforce Federal laws that the feds don’t want to enforce themselves. It seems abundantly more likely that a state can’t takes steps to inhibit enforcement of laws that the Feds do want to enforce. It won’t take long to strike these laws down. Paging Jeff Sessions!

Perhaps FedGov could prioritize cities that boycott federal contractors for ICE raids. Restore them to American control and see if they will stop attacking businesses that help to defend our country.

I favor a national law prohibiting the bans against any company conducting legitimate government business or we could wind up with a fish mash of prohibited contractors all over the country.
