But what if someday, say, the President's plane experiences engine trouble and the President has to escape in a rescue pod that happens to land in this new mega-penal colony? Let's even go further and suppose that the President is also carrying with him some really important tape that could mean world peace?

See all the islands just off the coast of Maine on this map? Pick one or even 5 of them to use as penal colony's. Have large Coast Guard clippers patrolling them with smaller fast boats they can deploy as needed so the CG guys and gals can stay warm inside while monitoring the waters via radar, cameras, and line of sight. Drop food off via parachute or helicopters. Yes, there will be a few warm months, but mostly frigid waters.
