The United States has been consistently gobbling up new territory for the last 241 years. We picked up Hawaii and various Spanish colonies in 1898. Anything since then? Maybe you can count the canal zone, but that's gone now.

If by some crazy chance, our U.S. Constitution gets usurped and replaced with some Marxist system of government, then yes, because oppressed and repressed nations are very costly to centrally control.

Plunder?
Maybe the Philippines, and sales forced as part of the outcome of war (Gadsden Purchase). The rest were purchases from folks who didn't have the bodies to occupy the land and/or needed a quick cash infusion (Florida, Louisiana Territory, Alaska) or acquired through petition (Texas).
