If I understand correctly, the people who receive this money are the Swedish resident immigrant parents of children who have returned to their home country to attend school.
If I understand correctly, the immigrant parents who stay in Sweden receive the full welfare payments for their children, who are, allegedly, back in their home country attending school.
The welfare agency did a survey of the 22,000 such cases, and computed the average payment (I assume annually) to the Swedish resident immigrant parents was $26,400!
