More news is coming out this morning on Stephen Paddocks, and it is not as cut and dried as I thought. This is a very complex case, and it seems everyone is reporting different aspects of the worst mass shooting in the history of the United States.
Paddocks did not act alone. FBI reports there are many significant leads around the world with many flights taken by more than one person all over the world. Possibly, and this is just my opinion, many of Paddocks gambling trips could have been a cover for arms deals and terrorist connections. Was he gunrunner who sold guns to jihadists? The attack could have been worse. We’re just playing what if here, but I for one wouldn’t assume, let alone bet my life on the fact that at a 1/2 mile a .308 would go through those big tanks. And a .223 would be out of the question with a 65gr bullet.

The tanks are quite a bit farther from the Mandalay than the concert venue, and in a different direction. Shooting at night, with no tracers, he might have been unable to get the proper range for them. There’s nothing between the Mandalay and those tanks except empty dirt lots, so there’s probably a big chewed-up patch in one of them full of bullets. The two that actually hit could have been lucky hits that he thought had gone high.
And he didn’t expend “hundreds of thousands” of rounds, spread across many blocks. Most of his fire went into the concert area. He maybe emptied one of those 90-round mags in the direction of the tanks if that.
Think of a 1/4 full, 10 or 20,000 gallon tank.
With the right round, it would be a very big bang.
Of course .223 from 700+ yards would barely penetrate a ben can.
It is being reported it was in the Mandalay parking lot which is several blocks in the exact opposite direction of the tanks and on the back side of where his room faced. Please, put that theory to bed.

According to the map, the tanks are 600 meters from the hotel, give or take. That’s easily within the effective range of a 7.62, and still within the max range of the 5.56. And if he really was deliberately shooting the tanks, he wouldn’t have fired only two rounds; he’d have emptied a full magazine at them. I noted above that with the added distance, he may have been shooting low, and that one of the two dirt lots between the hotel and the tanks has a pile of bullets in it.

As coincidence would have it, I had this remarkably good video report with Fox & Friend's Brian Kilmeade playing in the background as I read your reply. In the final moments of the video report, Brian states (ff 6:45):
He had 1600 rounds total. He sprayed 200 rounds in the hallway. And this brave security guard shot had to be yelled at to clear the hall and go back and get treated. And this is probably somebody who is paid less than most law enforcement officials with all the apparatus and all the hierarchy there. So, what a salute to Jesus Campos who is still in the hospital at this hour.

Possibly, but the FBI has determined the trajectory, and the fuel tank shots were made from a different window, a window that was at a very sharp angle to the concert.
He shot from another window to get direct downward fire onto the concert crowd.

The psychopath wasn’t technically inclined and tended to be impatient according to comments of those who knew him. He was a rich boy. He tried to light up the tanks. Many other terrorists have been about as uneducated, too.
The diagram said 2000ft. Either way a .308 is going to loose a lot and not penetrate the epoxy coated inner tank even at a few hundred feet. They are designed for just this.
