My reading of the FAA data seems to show the Cessna was deregistered in 2001.
The Flightaware info is more recent. Does the FAA commonly re-issue tail numbers?
The Volant LLC seems be a similar name, but is it the same outfit as the defense contractor?

Yes. It's not unheard of for aircraft companies to try having all their tail numbers match some pattern, and to periodically troll the FAA database for recently deregistered numbers that match their pattern.
The Volant LLC of Roanoke VA appears to be some sort of two-man financial services or financial adviser shop.
There are several other “Volant LLC” in the US.
And then there’s the “Volant Associates LLC” that’s in the defense/intelligence business.
