Not trying to play politics or be cynical. Just saying Mexico is on the border with Texas and share a long history with them.
Have Mexico provided any relief efforts or aid in the aftermath of Harvey? Did they even send any condolences?
Did any of their leaders make statements about the tragedy and offer to assist the United States in any way, shape or form?
Did they offer to postpone the NAFTA renegotiation talks and told Trump now's not a good time, go take care of your peeps?
Have the Mexican cartels or border crossers simply said out of respect "You know, this is not a good time. We're going to just let things settle down before we resume our nefarious activities." Have they?
During WWI. During WWII. Any Mexican troops volunteer to fight alongside Americans to help us achieve victory (faster)?

Mexico will probably send the Governor of Texas a bill to replace the lack of money being sent by their illegals in Texas, unable to work, back to Mexico.

The ONLY relief or aid that Mexico can give is actively take home EVERY MEXICAN in Texas and the US. Bring ‘em all home. How many are among those rescued and homeless in Houston? Send them home and do not spend a penny of American money on them.
There were plenty of spies running around the US when we were still neutral and I don't think we put many resources into catching them in the days before Pearl Harbor.
When Mexico officially entered the war, the spies were apprehended and tried, though there may have been a few who were too big to take down.

This is not the first time that IsraAID has offered aid to Texas or the US. The organization, which has provided aid to 41 countries over the last decade, flew a seven-man relief team to Wimberley, Texas, in May 2015, when the area was ravaged by floods.
IsraAID has also sent disaster relief to the US following floods in Louisiana, the Carolinas, Denver and Detroit, hurricanes in Oklahoma, New York and New Orleans, and wildfires in Washington.
