I just can’t believe Houston never came up with an evacuation plan since the 2005 debacle.. South Carolina had similar situation in 1999 with attempted evacuation of Charleston that was a disaster. But this last falls Hurricane, a plan was put in place and evacuation was nearly perfect....

You can bet Huston has a team thats paid to come up with a civil defense and evacuation plan though.
