Rosenstein's authorization memo appointing Mueller does not state the grounds for the authorization:
• what violation(s) of law are suspected
• what evidence exists to support those suspicions
• a time limit for the conduct of the investigation
Instead the authorization memo grants an unlimited amount of time to investigate any individual associated with the campaign and any "link" they may have with the Russian government - or - any matter that arises during the investigation. It is a completely wide open investigation yet no violation of law is alleged.
The U.S. Code of Federal Regulations requires that a special counsel not be appointed unless and until it is determined that there are grounds for a criminal investigation. 28 CFR 600.1

(b) The Special Counsel is authorized to conduct the investigation confirmed by then-FBI Director James 8. Corney in testimony before the House Permanent Select Committee on Intelligence on March 20, 2017, including:Rosensteins authorization to Mueller cites Comey's testimony, The Special Counsel is authorized to conduct the investigation confirmed by then-FBI Director James B. Corney in testimony before the House Permanent Select Committee on Intelligence on March 20, 2017...(i) any links and/or coordination between the Russian government and individuals associated with the campaign of President Donald Trump; and(c) If the Special Counsel believes it is necessary and appropriate, the Special Counsel is authorized to prosecute federal crimes arising from the investigation of these matters.(ii) any matters that arose or may arise directly from the investigation; and
(iii) any other matters within the scope of 28 C.F.R. § 600.4(a).
Comey in testimony before the House Permanent Select Committee on Intelligence on March 20, 2017 explicitly and unambiguously described a counterintelligence investigation of alleged Russian interference in the 2016 election. Comey testified that the investigation includes the DNC's "hacked" e-mail systems and the "leaking" of those e-mails. Why is this not included in Rosenstein's authorization memo?
Recent evidence shows that DNC contractors had access to DNC e-mail systems. These contractors have fled the country, except one who was arrested while fleeing. It's entirely possible that these DNC contractors are the source of the "leaked" DNC e-mails and that Russia had nothing to do with it. Why is this not being investigated?
Why does Rosenstein exclude from investigation of alleged Russian interference in the 2016 election the activities of individuals associated with the Democrat candidate, such as the DNC and their contractors? The allegations of Russian interference began with the alleged Russian "hack" of the DNC e-mail systems. Why is this not investigated? Why has the DNC refused to allow investigation of the e-mail systems?
Why is Rosenstein's authorization confined to only the Republican candidate? What evidence is there to support the allegation of a "link" between the Russian government and any person associated with the Republican candidate? Why aren't persons associated with the Democrat candidate investigated for any "link" with the Russian government? Or any other government? Why aren't links between the Clinton campaign and the Ukrainian government investigated, for example?
Again, Comey testified that there was a counterintelligence investigation of alleged Russian interference in the 2016 election. Rosenstein authorized Mueller to conduct that investigation but then confines the investigation to only individuals associated with the Republican candidate. Why?
Why are individuals associated with the Democrat candidate excluded from investigation?
The integrity and impartiality of this investigation might reasonably be questioned.

These are internal DOJ procedures, decided on within the DOJ.
Currently, there is no Special Counsel law.
This is entirely within the Executive Branch, subject to considerations of politics. The President can do what he wants with the SC, as long as he’s willing to pay whatever political price results.
Donald Trump should convene a meeting this weekend with every Republican party senator, congressman and party official and let it be known that there are two possibilities:
1. First thing Monday the Republican party acts in 100% concert to put an end to this ridiculous unfounded witch-hunt.
2. First thing Tuesday Donald Trump resigns from the Republican party and ceases to fund-raise for them. He then forms his own party which will mount primary challenges against any legislator who doesn’t join him.
The sleazy Republican back-stabbing has gone on long enough, it’s time that Trump use some of his considerable power and clout against these weasels.
Time for someone to sue the JD to declare this memo illegal and tack it to the SC.
Does the law allow the AG to alter or cancel an authorization memo for a special prosecutor? If so, the AG should refine the authorization memo to (1) expand it to include the supposed “hack” of the DNC Email, the Seth Rich Murder, & the Pakistani IT consultants; and (2) it should set limits to the authorization confining it to only the matters detailed in it and giving it dates certain to wrap up its work.
Yes there’s a lot of things Trump should do but he has done nothing to stop the coup. For openers fire Rosenstein and have the replacement get mueller under control. I don’t get the excruciating inaction.
Hubris and TDS will be Mueller’s downfall. Sessions is not necessarily recused from anything not related to the campaign so he is not powerless here.
What will probably happen is that Mueller will launch full bore into such obvious fishing expeditions that Rosenstein will be forced to tell him to knock it off and stick to his original charter. Mueller will have no choice but to comply but he and his team will engage in a whispering campaign against Trump and Sessions accusing them of obstruction. Sessions will ultimately dismiss him for misconduct.

I agree, although I think it is crucial that public attention be brought to bear on Rosenstein’s improper authorization and Mueller’s activities beyond the scope of that authorization.
My sentiments exactly. Unless the Hand of God interferes Trump's presidency is already over. Bad sign was refusing to move the Embassy to Jerusalem.
