I was in the military for 32-odd years (military, GS, and contractor). The turning point was the early 1990s. Before that point, everything came in paper-format. I’d go down to the base comm center....pick up a folder at 7AM and everyone could read the traffic over the morning. Significant pieces would be pulled for the leadership.
After the 1990s, it was all available via the internet. Year by year, you just kept seeing more capability...more thumb-drive-like gadgets...more people with clearances.
Personally, I think that someone ought to just come up and say that 50-percent of all people with a TS-clearance don’t really need it and downgrade them. I also think that some continual review of on-line behavior ought to be done by the security folks with anyone holding a TS-clearance...looking at their Facebook or Twitter accounts.

I suspect the reasoning would go something like this; “Sure, I did something to harm the government, but the government is awful and ‘illegitimate’ and needs to be destroyed. Therefore I am not guilty of doing anything bad.”
