I'm neither seeing the joke, or that the Philippine's president is a joking man under the circumstances they face. My impression based on the translation provided is that he's warning his troops that their actions during this period reflect against him and that it is no license to commit atrocities like the heathens they are fighting — that he will jail them personally if they violate this trust.
