What’s the use of a watch-list?
You might as well shift it around...as a ‘go-list’. Once on the list, cops come within six hours...help you pack up a suit case, and you go to a guarded compound until you can find a country to accept you. If it means you spend ten years in the compound waiting on someone to accept you....fine, it is your tough luck.

So they can watch them blow stuff up.
There ought to be a review process to id people who should not be on the list. Not saying its an easy job to do so, but I think justice mandates it. But certainly anyone who has ever accused others of being “islamaphobic” belongs nowhere near the review process.
I like the idea of putting them on a ship out to sea like in the book "Man Without A Country".
A watch list is simple. Once something happens they know where to look. Other than that they’re free to go about their business just like everyone else.
The perps in these attacks aren’t merely suspects who’ve been IDed as potential terrorists by international security agents (like the Russian tip about the Boston bombers), they’ve been ratted out by coworkers and associates who see something, say something, and watch law enforcement agencies cut them loose. Then the terrorists strike and we are told don’t jump to conclusions over motive,
Just like the US knew about OBL, the Boston Bombers and the San Bernardino duo.
